Press Release: From Promise to Power - How Europe can compete in the global quantum computing race

Innovate Europe Foundation, 13.10.2025

The Innovate Europe Foundation (IE.F) presents its latest policy paper with clear recommendations for action for policymakers and industry. Europe should support national quantum pioneers, establish platform hubs, mobilise public and private investment, establish the state as a reliable anchor customer, and integrate quantum computing into defence budgets.

The policy paper highlights how Europe can strengthen its position in the global quantum race. Building a strong foundation in Europe could bring decisive advantages in the future in the areas of cyber security, medical development and defence. Although various approaches are ahead in terms of time or capital, the comparatively new neutral atom systems offer a promising opportunity for Europe. With comparatively moderate funding, this approach has already demonstrated 48 logically connected qubits, putting it ahead of other approaches in terms of number of qubits. This is Europe's big opportunity.

When it comes to financing quantum computing, different regions of the world have so far focused on different methods. While in the US, in addition to government support, huge sums are being invested by large technology companies, Europe has so far focused on the balanced distribution of funding. In order to gain a head start in the quantum computing race, Europe should therefore focus more specifically on promising national champions.

For Clark Parsons, Managing Director of IE.F, this topic is particularly important right now: "Europe has the potential to play a leading role in the quantum age – if we set the right course now. Our new policy paper shows how we can leverage our strengths and secure our lead together with partners from science, industry and politics. Quantum computing is a technology that will have a significant impact on the future of cyber security, among other things. Developing this technology here in Europe and not being dependent on non-European powers is crucial for the future of our continent."

For this reason, the new policy paper calls on Europe to support national quantum pioneers, build platform hubs, mobilise public and private investment, establish the state as a reliable anchor customer and integrate quantum computing into defence budgets.
